（「美國研究」系列筆記之二）
美國《憲法》的第一段（Preamble）用了52個英語單詞、6句話，解釋了為什麼要成立美國這個國家。
We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.
1、建立一個更美好的合眾國（To Form A More Perfect Union ）
2、保證公平和正義（To Establish Justice）
3、保證國內安寧（To Insure Domestic Tranquility）
4、建立國防（To Provide for the Common Defense）
5、提高全民福利（To Promote the General Welfare）
6、確保我們自己和子孫後代的自由（To Secure the Blessings of Liberty to Ourselves and Our Posterity）
上面6點就是美國建國的目的，換言之，美國人民對政府的根本要求，就只有這6點。要是做不到這6點，美國就不用建國了。
綜觀這6點，無非要求四樣東西：公平、安全、福利和自由。
這四樣東西就是人民對政府的最終理想。我們之所以要在我們之中建立政府，不是為了建立一個特權機構，使得少數人可以統治多數人；而是為了讓政府為我們提供服務，提供一個公平、安全、福利和自由的社會。
一個政府，只要有其中的一項無法提供，就是違憲的政府。

美國《憲法》第二條第一款，規定總統就職時必須宣誓。
在他就職之前，他應宣誓或誓願如下: －－「我鄭重宣誓(或 矢言) 我必忠誠地執行合眾國總統的職務，並盡我最大的能力，維持、保護和捍衛合眾國憲法。
Before he enter on the execution of his office, he shall take the following oath or affirmation:--"I do solemnly swear (or affirm) that I will faithfully execute the office of President of the United States, and will to the best of my ability, preserve, protect and defend the Constitution of the United States."
這就是說，總統的惟一職責不是領導美國，而是保衛憲法。
要想當總統，就必須站在國會大廈門口，對著《聖經》這樣發誓。
